Musa Chebeni, a site engineer and the director of KACT & LMT Construction Company Limited, has been detained by police in Pallisa district for delivering a substandard structure to a government-aided primary school in Kagwese Ward, Pallisa Town Council.
When the community and school administration raised concerns about the condition of the newly constructed toilet block, difficulties arose for the contractor.
Under the leadership of Joseph Magola, chairperson of the school management committee, the community mobilised and demolished the structure, citing Mr Chabeni’s explanation for why he delivered substandard work on a block that was expected to serve the community for a long time.
Ben Okalebo, the Senior District Engineer for the Pallisa District, told our correspondent that they met with all contractors last week and decided to halt all construction work until Easter is over.
To his astonishment, the school administration informed him today, April 11, 2023, that the contractor disregarded the district directive and commissioned a substandard structure.
The District Resident Commissioner, Majid Dhikusoka, told our correspondent that after receiving information about the incident, he visited the site and then ordered the police to arrest the contractor and conduct a thorough investigation.
