Former Lira City Deputy Town Clerk and current Town Clerk of Nebbi Town Council has been arraigned and remanded before the Anti-Corruption Court in Kololo, Kampala.
On Monday, April 3, 2023, Ogweng Patrick appeared in Anti-Corruption Court on charges of Abuse of Office, Forgery, and Conspiracy to Defraud.
According to the State House Anti-Corruption Unit, Ogweng and others conspired and forged minutes purportedly made by the Physical Planning Committee to process a land title in the name of Olet Patrick on part of Mayor’s Gardens in Lira City.
The State House Anti-Corruption Unit is looking into Ogweng’s involvement in the giveaway of Lira Mayors Garden land.
Investigators from the State House Anti-Corruption Unit were in Lira City on July 27, 2022, to record statements from some Lira city council staff regarding the giveaway of plot 2 Isaza Ogwang Guzi Road, which is part of the Lira mayor’s garden.
Ogweng accused the State House Anti-Corruption Unit of harassing him and tarnishing the good reputation he had worked hard to establish.
Ogweng also stated at the time that his signature was forged in a letter dated 30/8/2018 purportedly signed by him for the giveaway of plot 2, Isaza Ogwang guzi road, which was not the case.
He accused the State House Anti-Corruption Unit of conspiring with the Lira Ministry Zonal Lands Office to write the letter that would be used against him in the investigation into questionable land deals in Lira City.
Samuel Arinaitwe, the legal officer of the State House Anti-corruption unit, who was leading the investigations into land transactions in Lira city and district at the time, stated that Ogweng was attempting to tamper with the investigation against him.
Arinaitwe stated that they had presented sufficient evidence against Ogweng, who was awaiting his trial in court.
Hon Mike Ogwang Olwa, the Deputy Mayor, and Patrick Ogweng appeared before Pamela Ochaya Lamunu, the chief Magistrate anti-corruption court in 2019, where they were accused of making a false statement of accountability.
After irregularly awarding a contract worth Ugx25,000,000 to the Director of Amazing Grace Nursery School Lira for the management of Coronation Park to the Town Clerk Lira Municipal Council, the duo was accused of making a false statement of accountability.
